The Town of Whitchurch-Stouffville (the “Town”) is soliciting Bid Proposals from qualified Consultants (Proponents) to undertake a Natural Heritage Resources Study in support of the Town’s on-going Official Plan Review (OPR) to prepare a new Official Plan.
The Natural Heritage Resources Study will guide policy development to help protect and sustainably manage the Town’s natural environment. This Study will determine key recommendations and policies which will support the Official Plan Review by identifying and exploring policy recommendations to support the natural environment and promote environmental protection and awareness. The purpose of the Natural Heritage Resources Study is to develop policy recommendations to help protect and enhance the habitats and biological diversity of the Town’s natural heritage system with a lens on climate change.
The Natural Heritage Resources Study will assist in informing the policy directions of the Town’s new Official Plan. The Successful Consultant will work closely with the Town’s OPR Consultant and Planning Policy staff throughout the completion of the supporting study. The Natural Heritage Resources Study will provide the necessary background information and supporting analysis to make informed policy recommendations to develop new and updated Official Plan policies and mapping, as required.
The key objectives of the Natural Heritage Resources Study will be to address current policy constraints and opportunities with respect to the natural environment. The Natural Heritage Resources Study will identify policies for the Town’s Greenland System, Greenbelt Area, Water Resources and Source Water Protection, Tree Conservation, Oak Ridges Moraine, the Rouge North Management Plan area and, address meeting policy requirements established through York Region’s Municipal Comprehensive (MCR) and supporting studies.
The Town’s OPR and various supporting studies are being undertaken concurrently with the Region of York’s MCR and Official Plan Update, which is anticipated to be adopted by Q4 2021. |
