The purpose of this Request for Proposals (RFP) is to retain a qualified consulting firm to develop a comprehensive Economic Development Strategy and a Downtown Economic Development Roadmap that will guide the Town of Whitchurch‑Stouffville’s economic growth, business support, and investment attraction efforts over the next five years.

This RFP seeks a consultant who can deliver:

• A renewed, data-driven town-wide economic development strategy to replace the 2021–2025 Strategy

• A place-based Downtown Economic Development Roadmap to support businesses before, during, and after the 2026 downtown revitalization

• An investment attraction brand that clearly communicates Stouffville’s competitive advantages

• A domestic and international investment marketing strategy, including FDI-focused tools and approaches

• Actionable recommendations that strengthen Stouffville’s competitiveness, leverage tourism and cultural assets, and support a vibrant, resilient economy

The selected consultant will conduct research, analysis, and wide-ranging stakeholder engagement to create an integrated, actionable framework that supports business retention and attraction, workforce development, investment readiness, downtown vitality, and long-term economic sustainability in one of Ontario’s fastest-growing communities.

The project description and scope of work (collectively, the “Project”) are as set out in this Request for Proposal, as may be amended by addendum issued by the Town. Award is subject to budget availability.
